The Zimbabwe Revenue Authority (ZIMRA) says the introduction of electronic service systems has brought efficiency to customs processes at ports of entry, as the authority embraces the SMART Border concept in line with global trends.

Among the electronic services the authority introduced are fiscalisation, electronic cargo tracking system, e-service portals and the Automated System for Customs Data (ASYCUDA), enabling clients to submit bills of entry online from anywhere in the world and not obliged to be in a certain area to transact.

These are also key in curbing corruption, all mal-practice by its employees as well as tax fraud by both businesses and individuals.

Speaking at the International Customs Day celebrations in the resort town of Victoria Falls, ZIMRA commissioner general Faith Mazanhi indicated that embracing information communication technology tools for the authority was key in enhancing smooth flow of trade, which is the backbone of the economy.

“We have made effective use of innovative technology, which not only improves efficiency but also aids in risk management that ultimately prevents revenue leakages.

“The use of ICT products and systems, such as scanners at ports of entry and exit, cargo tracking devices, online systems and other innovative products, contribute immensely to smooth trade and travel,” said Ms Mazanhi.

ZIMRA also initiated the electronic temporary import permit (e-TIP), which, according to the authority has been successful in reducing border congestion at Beitbridge Border Post during the recent festive season.

“The project allowed travelers to pre-clear their vehicles online, thereby reducing the congestion, which often worked as a bottleneck to our travelers and tourists.  We are now working at improving the e-TIP system so that visitors will spend an average of between 3 to 5 minutes to get their temporary import permits processed,” she said.

On electronic cargo system, Ms Mazanhi the authority had managed to reduce transit fraud as the tracking system is integrated into the existing ASYCUDA World system allowing real-time tracking of the cargo, up to the point of exit.

The electronic seal devices used report to ZIMRA in real time any violations, seal and cargo tempering, and incidents of going off route that might occur thus bringing efficient and effective transit management.

Other measures include the implementation of the fiscalisation programme to enable real-time monitoring of business transactions. These initiatives are meant to enhance revenue collection as well as curb tax evaders.
